The six-county retail market drifted from about $10.2M a month to about $9.65M across the window — down about 6%. Malheur County — Ontario's county — outperformed the state through 2025 and has come in under it every month of 2026, with unit volume roughly flat while dollars decline: customers are not leaving, they are trading down. The category lines show where they're going: vapes climbed from 16% of Malheur sales to 19% and sell more dollars now than at the start of the window — in a county already the most vape-weighted in Oregon, 17.3% of sales against 11.6% statewide — while flower slipped from 41% to 38%, and concentrates and edibles sell fewer dollars than they did. Idaho's legalization initiative did not qualify for the November ballot, so border demand holds.

The window opens with the full portfolio on the truck: Phlame cartridges the anchor, the Sauce family beside it, Magic Number, Joy Bombs, Orchid, Kites and the rest. Monthly revenue runs $38,036 to $64,977 — about $50,000 a month — with eight to eleven accounts buying in any given month.

The first change
July holds the spring pace at $63,002. After July, Sauce Essentials, Sauce Classics and Sauce Bursts move to another distributor, and Pilot Farms ends the same month. August and September settle near $33,000, and the quarter closes at $128,881 — 21% below the one before.

The largest step
October holds at $49,402. Then Phlame — 42% of territory revenue, about 80% of it cartridges, in the most vape-weighted county in Oregon — moves to direct distribution through its own wholesale arm; December is its last month, and Love's run ends in November. December closes at $11,579, the quarter at $86,728.

The first quarter after
